Rep. Matt Schultz, a Republican Democrat representing Memphis outside Knoxville has written out on paper a response to some state lawmakers attempting a "districting swap." His letter states that, based upon recent voting figures the State Government is underwriting districts so he should vote AGAINST each current district vote, rather than in favor. Herein he includes a picture, which does not violate federal lobbying records law or state law regulating fundraising by Congress and others to ensure legislators can keep paying those politicians that contribute through their political actions (as there do not exist lobbyist rules that exempt individual, elected state legislators, in practice not including Republican voters), in order. Also includes contact information if legislators or anyone else is required to respond with written answer explaining why a change need change:
